Honest basis: counts are of reported records in public sources — there are no exposure denominators, so SafetyGraph never presents accident rates, risks or probabilities. OSHA investigation summaries cover the severe end of incidents by design, and UK HSE notices are enforcement actions, not incident reports. Coverage gaps are documented, not hidden.
